What Is a Level-Funded Health Plan?

What Is a Level-Funded Health Plan? - Explain Like I'm 5 What Is A Level Funded Health Plan?

Let’s pretend you want to throw a birthday party, but you don’t know how many people will come or how much cake you’ll need. So, you make a plan: you’ll pay a set amount every week to cover decorations, snacks, and cake. If fewer people show up and you don’t use all your money, you get some of it back!

That’s kind of how a level-funded health plan works.

So, what is it really?

With a level-funded plan, a company pays a fixed amount each month to cover:

  • Medical claims (like doctor visits or prescriptions)
  • Admin costs (the people and systems running the plan)
  • Stop-loss insurance (just in case things get really expensive)
Even though employees may use more or fewer health services each month, the company’s payment stays at the same level, like a flat sidewalk.

Why do companies like it?

It gives the best of both worlds:

  • Predictability (you know what your monthly costs will be)
  • Potential savings (if employees don’t use all the money for claims, the company may get money back at the end of the year)

That’s different from traditional fully insured plans, where you just pay a premium and never see any money again, no matter what happens.

Why companies choose it

Level-funded plans are a nice balance. They’re easier to predict than fully self-funded plans but more flexible than traditional fully insured plans. They give companies more visibility into how their health dollars are being spent and create opportunities to adjust benefits over time.

Here’s the bottom line:
A level-funded health plan is like setting a monthly health budget with a backup plan. You get steady payments, protection from big surprises, and even a chance to get money back if your team stays healthy. It’s a smart middle ground between traditional insurance and self-funding.
